Council release of 10 July 2026: Cabinet does not back a congestion charge as the preferred road-user payment option and prefers a Workplace Parking Levy (a charge on businesses' parking spaces, not on drivers). A consultation including WPL, a congestion charge and 'do nothing' options was due to start in summer 2026, subject to Cabinet approval on 16 July 2026. No charge before end-2027 is confirmed. No other charging zones found in Wales.
