Low Emission Zone (LEZ)
All roads within Greater London, plus roads at Heathrow and parts of the M1 and M4. The M25 is not included, even where it passes within the Greater London boundary. Same area as the ULEZ.
Who pays
Heavier and diesel vehicles that do not meet the LEZ standards: lorries, vans and specialist heavy vehicles over 3.5 tonnes and buses, minibuses and coaches over 5 tonnes (standard: Euro VI for NOx and PM); and diesel vans or specialist vehicles over 1.205 tonnes unladen up to 3.5 tonnes, and minibuses up to 5 tonnes (standard: Euro 3 for PM). Non-UK vehicles must register with TfL.
When it applies
24 hours a day, every day of the year (including Christmas Day). Charging days run midnight to midnight.

Discounts and exemptions
- Specialist off-road vehicles with limited road use (for example agricultural and forestry tractors, mobile cranes, construction machinery) are exempt
- Vehicles built before 1 January 1973, and vehicles in the historic tax class, are exempt
- Ministry of Defence vehicles are exempt
- Showman's vehicles: 100% discount (register)
- Non-UK vehicles that qualify must still register with TfL
How to pay
Auto Pay (free; charges you automatically if a registered non-compliant vehicle is driven in the zone), online at TfL 'Pay to drive in London', the free TfL Pay to drive in London app, or phone 0343 222 2222 (international +44 343 222 2222; textphone 020 7649 9123), Monday to Friday 08:00-20:00, closed weekends and bank holidays. You can pay for up to 3 previous days, today, or up to 90 days ahead. Use only TfL's official service.
Payment deadline
Before midnight on the third charging day after the journey.
If you don't pay
Vans, minibuses and similar vehicles up to 3.5 t (minibuses up to 5 t): PCN £500, reduced to £250 if paid within 14 days. Heavier vehicles meeting Euro IV but not Euro VI: £1,000, reduced to £500. Heavier vehicles not meeting Euro IV: £2,000, reduced to £1,000.
Good to know
Heavier vehicles meeting Euro VI do not pay ULEZ as well. Separately, lorries over 12 tonnes need a free HGV Safety Permit (Direct Vision Standard) at all times in Greater London or face a PCN - that permit is not a charge, so it is not listed separately.
